Buried by Bureaucracy, Police Commissionerate System in UP Was Revived by Yogi Govt 40 Yrs Later Vasudev Panjani was handpicked to be the first commissioner of police of Kanpur. He along with then Home Secretary were even sent to Mumbai, Pune and Chennai to study the Commissionerate system in 1978
